Instructions to the Ships

                                                                                                                                           

COORDINATING INSTRUCTIONS

ETA

             For the purpose of signaling the time of arrival at Port Blair, a position 000 Ross Island Lt 8 cables is to be used. The time of arrival of ships and their sequence for entering harbour will be intimated closer to the date of MILAN. Visiting ships are requested to adhere to this ETA very precisely, as it is linked to the predetermined sequence for berthing alongside.  A nominated representative of the Commander-in-Chief, designated as the Officer of the Guard (OOG), will embark the ship and brief the Senior Officer about Calls, Administration, Logistics and other aspects.  The OOG will be dressed in ceremonial uniform.  The boat carrying the OOG will fly a distinguishing flag (Indian Naval Ensign).

Entering Harbour

             The Port Trust Pilot would embark the ships in Positions 280 Ross Island Lt 11.4 cables who would guide the ship to the designated berth. After embarking the pilot, each ship is requested to seek the approval of Port Signal Station (call sign PORT CONTROL) on MMB Channel 16 before commencing her entry.  The Navy Control Centre (call sign NAVY CONTROL) maintains a continuous listening watch on MMB Channel 8 and MMB Channel 16 whilst visiting ships are entering/leaving Port Blair.  The ships are required to hoist their International Call Sign and Flag Foxtrot when entering harbour.

Securing Alongside

             The alongside berth allocated to each visiting ship will be intimated in advance.  The information will also be available with the Pilot.  At the wharf, conspicuous sign boards will indicate the `Stem’ and `Stern’ position for each ship.  Visiting ship will be berthed either at Haddo Wharf or the Naval wharf. Visiting ships may have to be double banked.  Berthing parties ashore will be positioned for handling/securing the ship’s hawsers.

Tugs

             When ships are berthing alongside or casting off, a harbour tug will be standing by for assistance should it be required.

Brows/Gangways

             Brows will be provided by the Port Authorities.  However gangways between inner-outer ships will need to be provided by individual ships as required.

Arrival Formalities

             After berthing alongside, formalities such as immigration, customs etc will be co-ordinated by the MILAN control cell. Foreign currency exchange may also be transacted by visiting personnel at a bank located close to the Naval wharf.

Control Cell

                          A Control Cell will function from the Naval Wharf (which is adjacent to the Haddo Wharf) for co-ordinating all activities associated with MILAN.  The Control Cell will be continuously manned and duty staff will be available round the clock for any assistance.  The control center can be contacted either on MMB channel 10 (frequency 156.6 MHz) or by telephone on 0091-3192- 248881 or 0091-3192-200405.

Briefing

             The Liaison teams from the Indian Navy will embark respective visiting ships after they berth alongside.  The Liaison Officer will meet officers and sailors and brief them on various aspects of the programme and provide clarifications on the administrative arrangements that have been made for visiting ships.

Dress in Harbour

             Summer uniform is to be worn during the day.  Uniform for functions in the evening and other special functions is specified in the programme.

Hoisting of Colours

             National Colours are hoisted daily at 0700 hrs IST (minus –5 ˝ GMT). Any variation from this time will be informed to all units, by signal.  The Senior Indian Naval Ship will hoist pennant Preparative (PREP) at 0655 to indicate five minutes before colours and haul it down at 0700 hrs, at colours.  Ships are to repeat the hoist.

Lowering of Colours

             The Senior Indian Naval Ship will hoist pennant Preperative (PREP) to indicate 5 minutes before sunset and haul it down at sunset. Other ships are to maintain timing with the Senior Indian Naval Ship.

Signal Communication

                  V/UHF Watch.  Visiting ships will be required to man MMB channel 16 during their stay in port.

  

INFORMATION REQUIRED FROM VISITING SHIPS 

          Milan – 2008 is an event wherein warships with different characteristics, from many nations, will participate.  Alongside berths are being arranged for visiting ships from AM 18th January onwards.  Participating units are required to forward the attached information porforma by 10 Jan 08.  Alternatively, ships may  e-mail the Porforma posted on  ancjoc@yahoo.co.inAny subsequent updates may also be emailed to the same address.
