RELIEF ASSISTANCE PROVIDED BY INDIAN NAVY

RELIEF OPERATION : 29 DEC 04

AN UPDATE

Extensive relief operations were launched by the Indian Navy in response to the Tsunami disaster, which include deployment of 27 ships, 19 helicopters, four Dornier aircraft and more than 5000 personnel. Additional ships, aircraft and personnel have been kept at immediate notice at different Naval Bases for deployment as the need arises.

 Andaman & Nicobar Islands (Op Sea Wave)

·        For Port Blair From Visakhapatnam

·        MV Yerawa, a merchant ship, is on its way to Port Blair, carrying relief stores for the A&N islands, including 20 portables Gensets, 25 Syntex water tanks, 100  empty drums, provisions and 25 tons of packaged fresh water.

·        Approximately 600 kgs of essential and life saving medicines were air lifted to Chennai by a naval Dornier from Visakhapatnam for onward despatch to Port Blair by Civil aircraft on 29 Dec 04.

·        Car Nicobar

·        INS Gharial, a landing ship, had disembarked 102 troops and two tons of fresh provisions at Car Nicobar and provided cooked meal for 1200 people.  Subsequently, on 28 Dec 04, the ship disembarked 27 troops and 133 reserve police personnel.  The ship disembarked the following additional relief supplies on 28 Dec 04:-

o       200 blankets

o       15 tents

o       06 tons of provisions

o       Diesel driven pumps

o       120 Kg of medicines

o       Clothing items.

·        Hut Bay

·        INS Rajput, a destroyer arrived off Hut Bay on the morning of 28 Dec 04.  The ship evacuated 300 personnel by ship's boats and has thereafter proceeded to Port Blair for disembarking the evacuated personnel. 

·        INS Trinkat, a Fast Attack craft, is proceeding to Hut Bay after providing relief assistance and carrying out reconnaissance off Car Nicobar.

·        CGS Akkadevi is evacuating 100 personnel from Hut Bay to Port Blair.

·        MV Kamorta is carrying 05 tonnes of rations for Hut Bay.

·        INS Gharial is undertaking evacuation of personnel from Hut Bay.  The ship will make additional trips till all personnel are evacuated.

·        Nancowry

·        INS Magar is carrying 22.6 tons of relief supplies for A&N Islands.  The ship is scheduled to arrive off Car Nicobar on 30 Dec 04.

·        INS Cheetah and INS Kumbhir (both landing ships), INS Tillanchang (Fast Attack Craft), LCU 34, LCU 39 (both Landing Craft) and CGS Vivek (Offshore Patrol Vessel) with relief supplies embarked onboard are deployed in the Great Nicobar islands.  The ships’ helicopters are being used for air reconnaissance and providing assistance to isolated villages

·        Great Nicobar

·        CGS Bhikaji Cama is off Campbell Bay with 40 bags of provisions, 5000 food packets, medicines and 20 packets of clothes along with one HAM Radio operator.

·        CGS Lakshmibai is proceeding to Campbell Bay with equipment to restart the damaged Coast Guard District Headquarters.

·        CGS Kanaklata Barua rescued 40 people from remote places in Campbell Bay.

·        Kamorta Group

·        LCU 34 and INS Tillangchang landed medical stores and provisions at Kamorta.  It also established civil communications in the island. 

·       A survey was carried out by CGS Vivek on Chowra, which indicated that out of a total population of 1500, the estimated survivors are only 500.  About 40 seriously injured personnel are being shifted to Car Nicobar for evacuation to Port Blair.

·        INS Cheetah off Kamorta and Nancowry providing relief effort including evacuation of personnel

·        North Andaman

·        LCU 35 is on passage to Interview Island for evacuation of police personnel.

East Coast (0p MADAD)

·        Andhra Coast

·        Extensive survey of Andhra coast reveals moderate to minor damages in all districts upto West Godavari district.  Diving support is in progress by a diving team to assess work involved in removal of a boat sunk in the Visakhapatnam harbour channel.

·        Tamil Nadu Coast

·        Considerable damage has been reported along the South Tamil Nadu coast.  The civil administration has requested for aerial survey to locate survivors.  This has been carried out extensively.  The water levels have receded and most coastal areas/places are accessible from landward

·        Nagapattinam

o      Extensive damage has occurred to the jetty at Nagapattinam.  The naval detachment building at Nagapattinam and all boats are damaged.  Most fishing trawlers are either damaged or non operational.  Power supply is not available.  Extensive damage has been observed on the railway line running along the coast.  One passenger train was stranded at Nagore station.  Normal operations have commenced at Tuticorin port

·        Chennai Port

·        The diving assistance provided to Chennai port continued on 28 Dec to make the harbour navigationally safe.

·        All ships deployed on the East Coast have set up relief camps ashore for food and medicines in consultation with the local administration as follows:-

o       IN Ships Ranvijay, a destroyer and Sharabh, a landing ship, with a diving team embarked are deployed off Nellore. 100 patients with injuries attended to at Pallepalyam by a team from Ranvijay .

o       IN Ships Ranjit and Kirch continued their relief operations off Prakasam, Guntur and Krishna districts.

o       IN Ships Ghorpad and Kirch are being prepared for deployment to Trincomalee to set up large scale relief camps.

o       INS Khanjar provided provisions for relief camp at Nagapttinam using ship's inflatable dinghies. Its medical team treated 300 patients at Nagapattinam.  The ship has also set up a mobile medical camp at Sri Perumal temple and another camp is planned at Nagore today.  Two generators have been provided to Nagapattinam administration.

o       INS Khukri used her helicopter to air drop tentage at Karaikal township.  Five sorties were flown by the ship’s helicopter.

o       INS Jyoti, a tanker, is replenishing ships deployed for search and rescue ops off the East coast of India.

o       IN Seaward Defence Boat T67 and INS Mithun are deployed off Pulicat light near Chennai for Search and Rescue ops.

o      A 23 member medical team including medical support in ambulance are providing Search and Rescue support/relief including food and medical aid in Kolachel, Kottalpad and Manarkudi villages of Kanyakumari district in Tamil Nadu. Portable generator sets have been provided from INS Kattaboman.

West Coast (Kerala)

·        Kollam

·        The IN diving teams which were deployed at Ochira Block, Karungapalli Taluk, Aliapad Panchayat, Kollam District in Kerala have recovered 15 dead bodies till now.  No survivors have been located in the area. 

·        The medical team deployed at Shertallai, Allepey is providing assistance to Taluka hospital.

Assistance to Sri Lanka (Op RAINBOW)

·        Galle Harbour

·        INS Sharda (OPV) and Sutlej (Survey ship) with relief assistance and Chetak helicopters embarked onboard each ship are deployed off Galle. The ships disembarked relief supplies to Boossa, 10 nm from Galle. The survey of the harbour and clearing/marking of wrecks and debris to make the channel navigable is in progress by survey boats of Sutlej.  A DGPS station has also been setup by the survey ship.

·        Medical Teams

o       Two medical teams ex-Souther Naval Command (who had proceeded by a naval Dornier to Colombo) are deployed with Sri Lankan Army Military Engineering Regiment in Embilipitiya near Hambantota and are attending to casualties since 26 Dec 04.

o       Medical camps with specialist medical officers have been set up at local hospitals in Galle.  All medical stores have been disembarked to camps from IN Ships Sharda and Sutlej.

o       A large number of bodies are being buried in the affected areas.  A request from our medical officers deployed in Sri Lanka has been received for medical stores and the necessary procurement actions are in progress at Kochi for the following items:-

§        Water purification tablets.

§        Bleaching powder.

§        Gum boots, plastic/rubber gloves for handling bodies

§        Surgical masks, hooks, goggles and aprons.

·        Trincomalee

·        INS Sandhayak (Survey ship) and Sukanya (OPV) have been sent to Trincomalee harbour for providing relief assistance. 

·        One medical team is deployed at the local hospital and 350 people have been treated in Gopalpuram and 200 in Salli.  Medical camps at Kuchuveli and Mutur, areas not accessed by civil administration are also being set up by naval personnel.

·        The Prime Minister of Sri Lanka, Cabinet Ministers, Bishop of Trinco, civil/police/armed forces dignitaries visited the Indian Naval ships on 29 Dec for briefing on relief operations.

·        The harbour survey work is in progress by survey boats of INS Sandhayak.  The boats are being used to locate harbour entrance booms and other floating obstructions.

·        Assistance required      The Commanding Officers of Indian Naval ships met the Deputy Area Commander and the following assistance has been requested :-

o        Tentage and blankets.

o       Portable Gensets.

o       Basic clothing.

o       Rations.

o       Medical supplies.

o       Mosquito repellent.

·        Additional Ships

o       Three more ships (Kirch, Ghorpad and LCU 33) are being prepared for deployment to Trincomalee.  These are being loaded with the required material including fuel in drums.

Relief Assistance to Maldives (Op CASTOR)

·        INS Mysore, INS Udaygiri and INS Aditya arrived Male on 28 and 29 Dec 04 with relief supplied embarked. 

·        The ships have commenced providing relief assistance to the victims of the Tsunami.
